ICD Application
To complete an ICD Application, you'll be asked to:
(1) Declare the name of your Indigenous Nation, People or Community, and;
(2) upload supporting information that connects you with your declared community.
VPN (Virtual Personal Network)
If you are ON CAMPUS, and connected to the UVic Wi-FI, you will be automatically connected to the VPN and able to access the ICD Portal.
If you are OFF CAMPUS, you will need to install and connect to UVic's free VPN on your device. Visit the University Systems page for instructions and support, or watch the How-to Download & How to connect to a VPN video.

Frequently Asked Questions
You can check the progress of your application at anytime by using your NetlinkID to log into the ICD Application Portal (icdportal.uvic.ca). You can see the progress of your application and confirmation of your eligibility on the home page. For questions about application progress, email vpiicd@uvic.ca.
Self-identification alone will no longer be used to confirm your eligibility for awards, but self-identification is still a huge part of connecting with Indigenous communities and supports at UVic. If you self-identify as Indigenous, you are welcome to access Indigenous student supports, spaces and events at the First Peoples House and elsewhere on campus.
You will only be asked to engage with the ICD Policy when applying or being sponsored/ nominated for opportunities intended for Indigenous Peoples. These opportunities will explicitly name ICD Eligibility as a requirement for access.
Affirmed: If your Nation has an Agreement with the University your declaration is affirmed based on the Supporting Information provided in alignment with the Citizenship requirements of the Applicant’s Nation, People or Community expressed and communicated in an Agreement with the University
Conditionally Affirmed: If your Nation does not have an agreement with the University, your declaration is affirmed based on the Supporting Information provided in alignment with the Associated Procedures.
* These Agreements do not affect previously awarded or currently held opportunities. All Applicants who may be affected by an Agreement will be contacted and provided time to edit and resubmit their applications.
The ICD process includes an Extended Declaration pathway that recognizes the impacts of displacement, residential schools, adoption, and other colonial disruptions. For Hiring Managers distributing Indigenous-specific opportunities for students, staff, and faculty please review the appropriate hiring guide.
Preferential and limited hiring practices for Indigenous Peoples have been revised to include the new requirements for ICD Eligibility. Hiring managers are responsible for:
- ensuring that the approved ICD language is included on the job advertisement, and
- confirming that the successful candidate is eligible for the opportunity prior to their start date in their new role.

Search committee chairs for faculty or librarian positions designated for Indigenous Peoples are responsible for:
- ensuring that the approved ICD language is included on the job advertisement,
- communicating ICD requirements to shortlisted candidates, and
- confirming that all candidates shortlisted for campus visits (or for final, competitive stage hiring processes) are eligible for the opportunity.

ICD Policy & Procedures
Policy Summary
Five important areas are highlighted in the drop-downs to summarize the purpose and requirements of the new eligibility process established by the ICD Policy.
Candidates, applicants or nominees for Indigenous-specific Opportunities that may result in Material Gain are required to confirm their eligibility through the Indigenous Citizenship Declaration (ICD) Process by providing: (i) a Declaration of Indigenous Citizenship and (ii) Supporting Information.
- “Indigenous-specific Opportunities” (ICD Policy Definitions): refer to programs, procedures, competitions and nominations (e.g. Special Hiring Programs, designated funds, reserved seats & etc.) administered by the University, or administered by employees representing the University, intended to: (a) achieve diverse and equitable representation in an occupation, unit or program; (b) strengthen Indigenous ways of knowing and being in teaching, governance and service; and/or (c) otherwise enrich the ways we accomplish the University’s academic mission and serve our community.
- “Declaration” (ICD Policy Definitions): refers to a claim, assertion and/or statement of an Applicant’s Indigenous Citizenship with a specific and recognized Indigenous Nation, People or Community (singular or plural). On a case-by-case basis, and recognizing complex circumstances, additional, verifiable information may be required to provide an Extended Declaration.
The implementation of this policy will respect and uphold distinct protocols and requirements for Citizenship (or equivalent understandings) as determined and expressed by an Indigenous Nation, People or Community in an Agreement with the University (or a partnered institution).
- Authority of Indigenous Nations (ICD Policy Definitions): “Indigenous Laws” refer to the principles and processes that Indigenous Nations, Peoples and Communities use and have always used to govern themselves. Separate from western laws, Indigenous Laws are derived from Indigenous Peoples’ societies and their distinct sources of authorities.
Applications that include an Extended Declaration of circumstances and complexities outlined in Policy Sections 15.00 a-e, may require an extended review.
- ICD Procedures Section 8.00: Where an extended review of an application is required to assess and determine eligibility based on a wholistic and informed understanding the Applicant’s Extended Declaration and provided Supporting Information, the PIM or approved designate may invite the Applicant to participate in an extended review process undertaken by a committee of reviewers.
Finding our path
Engagement (2023-2025)
After initial consultation with members of Elders' Voices in Fall 2023, the Office of the Vice-President Indigenous shared intentions to develop a policy and convened the Indigenous Citizenship Declaration (ICD) Committee to design and implement a multi-phased engagement process.

Finding Our Path Together
In 2025, the policy reviewed by UVic Board of Governors and approved with an effective date of November 1, 2025. To support the administration and implementation of the new policy, OVPI team members have continued to collaborate with campus partners and have invited feedback towards improving and simplifying new processes. Thank you for your patience as we’ve been navigating these changes together.
